Hainan Province continues to improve the top-level design framework of precast building supporting policies, standard systems, production capacity layout, and talent team construction at the provincial level, allowing the promotion of precast buildings to be carried out by the housing and construction department alone, gradually forming a “chorus” pattern of local party committees, governments, and relevant departments working together to promote the transformation, upgrading, and sustainable and healthy development of Hainan’s construction industry.
