In order to comprehensively understand and grasp the development status of the prefabricated building industry in the province, support scientific decision-making, and promote the doubling of the output value of prefabricated buildings, in accordance with the requirements of the “Regulations on the Development of Green Buildings in Hunan Province” and the “Several Opinions of the General Office of the People’s Government of Hunan Province on Promoting the Development of New Building Industrialization” (Xiangzhengbanfa [2023] No. 57, hereinafter referred to as the “Several Opinions”), it is decided to carry out the data submission work of the prefabricated building industry in the province, The relevant matters are hereby notified as follows..

Prefabricated buildings are a new type of productivity in the field of housing and urban-rural construction. In 2023, the provincial party committee and government will incorporate the prefabricated construction industry into the emerging industry sector of the 4×4 modern industrial system and industrial training and shaping action, and list it as one of the 11 key industries in the industry doubling plan. The data statistics of prefabricated construction industry is a fundamental tool to reflect the current situation and development of the industry, as well as an effective means to formulate policies, plan for the future, and optimize management. It helps to grasp industry development trends, predict market demand, evaluate policy implementation effects, and promote industrial iteration and upgrading. It is the cornerstone of the sustainable and healthy development of the industry. In recent years, various cities and prefectures have reported a series of prefabricated building data in accordance with relevant statistical system requirements, which has played an important role in policy formulation, experience exchange, and promotion. However, there are still some cities and prefectures that do not pay enough attention, lack data information, and have low quality. The timeliness, completeness, and accuracy are low, which affects the overall data analysis and organization work in the province. In order to complete the task of doubling the prefabricated construction industry, this year’s data submission requirements have added information related to the entire process of prefabricated construction project construction and the entire industry chain of enterprises, increased the submission frequency, and also increased the workload of coordinating with other departments. Each city and prefecture should raise awareness and integrate it into daily management and work plans, establish a sound data reporting system, train specialized statistical personnel, ensure the authenticity, accuracy, and timely updating of statistical data, and provide strong data support for the long-term development of the prefabricated construction industry..

(1) Development situation. Each city and state should schedule and summarize the development of prefabricated buildings in their respective regions on a monthly basis, and fill out the table of prefabricated building development in each city and state (Attachment 1)..

(2) Project progress. According to the “Guidelines for Approval Work of Engineering Construction Projects in Hunan Province” (Xianggong Gaiban [2022] No. 2) and the “Guidelines for Approval Process of Engineering Construction in Hunan Province”, the project approval process includes five stages: planning generation, project land planning permission, engineering construction permission, construction permission, and completion acceptance. Each city and state should schedule the progress of prefabricated building projects in their respective approval stages on a monthly basis, fill out the progress table of prefabricated building projects in the city and state (Attachment 2), and meet the following requirements:.

1. In the planning and generation stage, at least clarify the project name, project location, project type, whether it is a prefabricated building, and the level of prefabricated building;.

2. In the stage of land use planning permission for project approval, based on the previous stage, further clarify the investment type, construction unit, as well as the name of the building unit, project type, structural type, building area, and other contents;.

3. In the construction permit stage, based on the previous stage, further clarify the total construction area of the above ground part, the total construction area of the underground part, the design unit, and the project.
