Analysis of the Changes in Legal Relations under the Promotion of Precast Buildings
In 2016, in order to fully implement the spirit of the 18th National Congress of the Communist Party of China, the Third, Fourth, and Fifth Plenary Sessions of the 18th Central Committee, the Central Urbanization Work Conference, and the Central Urban Work Conference, and conscientiously implement the decisions and deployments of the Party Central Committee and the State Council, in accordance with the overall layout of the “Five in One” and the strategic layout of the “Four Comprehensives”, firmly establish and implement the development concept of innovation, coordination, green, openness, and sharing, and promote innovation in construction methods in accordance with the requirements of applicability, economy, safety, green, and aesthetics.
Based on this, the State Council has issued policies to vigorously develop precast concrete buildings and steel structure buildings, advocate the development of modern wooden structure buildings in places where conditions permit, and continuously increase the proportion of precast buildings in new construction.

71, is the first normative document on precast buildings.
