Shandong Province’s goal: in 2017, the proportion of precast building area to the new building area will reach about 10%; By 2020, precast buildings in Jinan and Qingdao will account for more than 30% of new buildings, and other cities and counties (cities) will account for more than 25% and 15% respectively; By 2025, precast buildings will account for more than 40% of new buildings in the province.

Target of Hubei Province: By 2020, the proportion of precast building area in new building area in Wuhan will reach more than 35%, that in Xiangyang City, Yichang City and Jingmen City will reach more than 20%, and that in other cities with districts, Enshi Prefecture, directly administered cities and Shennongjia Forest District will reach more than 15%.

The subsidy amount for each demonstration project is about 1.5~2.5 million yuan; The project construction unit can apply for indemnificatory housing projects and build them in accordance with the modern way of the construction industry.

Subsidy: give financial incentives to non-governmental investment projects with prefabrication rate of more than 50% and assembly rate of more than 70% within the implementation scope; For non-government investment projects that are not in the scope of implementation, those who voluntarily adopt precast buildings and meet the implementation standards will be given a certain proportion of financial incentives according to the incremental cost, and at the same time will be given an area incentive of no more than 3% for the implementation projects; VAT is refundable immediately.

Subsidy: for the purchase of precast commercial housing with housing provident fund loan, the maximum amount of provident fund loan can be increased by 20%; For precast construction projects, the quality bond paid by the construction enterprise shall be calculated by multiplying the total contract price minus the total price of precast components by 2% of the rate, and the residential property warranty paid by the construction unit shall be calculated by multiplying the total cost of property construction and installation minus the total price of precast components by 2% of the rate; Floor area ratio award, etc.

The prefabrication and assembly rate of concrete structure single buildings is not less than 40%, and the prefabrication and assembly rate of steel structure and wood structure buildings is not less than 50%.

The maximum subsidy for a single project is not more than 18 million yuan per target of Zhejiang Province: by 2020, the proportion of precast buildings in Zhejiang Province will reach 30% of the new buildings.

By 2025, the proportion of precast buildings in the new building area in the province will reach more than 30%.

Third, the commercial housing development project with the state-owned land use right of more than 100000 square meters (including) of above-ground buildings in other areas.

Shanghai’s goal: to implement the “two mandatory ratios” (precast building area ratio and precast assembly ratio of new precast building single project) at the source of land, that is, the proportion of the actual precast building area in the total land supply area in 2015 shall not be less than 50%; In 2016, all eligible new civil buildings within the outer ring road were precast buildings, and more than 50% outside the outer ring road; Since 2017, the number outside the outer ring has increased year by year on the basis of 50%.
